Sugarcane Development and Sugar Industry – Budget 2023-24

In Uttar Pradesh, the sugar industry is a significant agro-based sector and is the mainstay of the livelihood of about 46 lakh sugarcane farmers’ families in the state.

In the crushing season 2021-22, sugarcane was cultivated on 27.60 lakh hectares of land in the state. 1016 lakh tonnes of sugarcane were crushed in 120 sugar mills, yielding 101.98 lakh tonnes of sugar. In the current crushing season 2022–2023, 117 sugar mills have been in operation, and the state’s sugarcane area is 28.53 lakh hectares during this season, due to which the production of sugar is estimated to be more than 105 lakh tonnes.

In order to ensure timely payment of the sugarcane price to the farmers, the current government implemented the escrow account mechanism in 2017. There has been a complete curb on the diversion of the amount of sugarcane price items by the sugar mills.

In the last five years, drip irrigation plants have been established in 27,531 hectares of area of sugarcane cultivation. This will save up to 50 percent irrigation water.

Agricultural Education and Research

▪️Agriculture Education & Research to increase the income of farmers.

▪️Arrangement of Rs 20 crore for Agritech startup scheme in 4 agricultural universities of the state.

▪️Provision of Rs 50 crore for the establishment of Mahatma Buddha Agricultural and Technological University, Kushinagar.

▪️Arrangement of about Rs 35 crore for infrastructure works in Agricultural Universities of Kanpur, Ayodhya, Banda and Meerut.

▪️Teaching started in Agriculture College (Campus) Azamgarh under Acharya Narendra Dev University of Agriculture and Technology, Ayodhya.

▪️The construction work of the establishment of Agriculture College (Campus) in Gonda district is in progress.

 Budget 2023-24

Dairy Development

▪️Arrangement of Rs.86 crore 95 lakh for the scheme to strengthen and revive the existing milk unions.

▪️Arrangement of Rs 61 crore 21 lakh in the financial year 2023-2024 for the implementation of Nand Baba Milk Mission.

▪️Arrangement of Rs 60 crore for dairy projects in Meerut and Varanasi districts.

▪️Under the Uttar Pradesh Dairy Development and Milk Product Promotion Policy, 2022, a budgetary arrangement of Rs 25 crore for providing financial grants, concessions and other facilities to the units of the milk industry to be established in the state.

Animal Husbandry

▪️To address the issue of destitute cattle in the state, the construction work of 171 centers in 187 cow-protection centers has been completed in all the districts of the state.

▪️To solve the problem of destitute cattle in the Bundelkhand region, 5 cow-shelter centers have been established in each district of Bundelkhand.

▪️Arrangement of Rs 750 crore for the maintenance of stray cattle

▪️A provision of Rs 120 crore for the establishment of large cow protection centres.

▪️Arrangement of Rs. 116 crore 52 lakh for the prevention of animal diseases

▪️Arrangement of Rs 3 crore 44 lakh for sheep-rearing scheme in districts where sheep are the predominant livestock.

Fisheries

▪️Under Pradhan Mantri Matsya Sampada Yojana, provision of Rs 257 crore 50 lakh for wholesale fish market.

▪️Arrangement of Rs 10 crore under Mukhyamantri Matsya Sampada Yojana

▪️Arrangement of Rs 5 crore under “Nishadraj Boat Subsidy Scheme”.

Horticulture & Food Processing

▪️Arrangement of Rs 741 crore 98 lakh for the Pradhan Mantri Formalisation of Micro Food Processing Enterprises

▪️Arrangement of Rs 206 crore 27 lakh for National Horticulture Mission.

▪️Provision of Rs 100 crore for the implementation of Uttar Pradesh Food Processing Industry Policy, 2022.

▪️Arrangement of Rs.10 crore for establishment of tissue culture laboratory to provide quality tissue culture banana plants to the farmers of the state.

▪️Provision of Rs.10 crore for establishment of Center of Excellence for Honey in Saharanpur.
